This release makes fresh installation control-plane-only.

• No WordPress environment, containers, database volumes, plugins or blueprint are created during installation.
• The cockpit starts with an empty environment list.
• The generic runtime files under /srv/wp-dev are retained only as the internal template used when the user creates an environment.
• The final installation report clearly explains one-time cockpit activation and no longer prints credentials for an automatically created WordPress site.
